The Normativization of National Languages with and without a Nation: The Case of France and “Germany”

Abstract
This paper aims to shed light on the most striking differences as regards normativisation/codification of German and French and relates codification activities realized in the two linguistic communities to the development of the concept of nationhood. While the intimate association between language and nation was reached very early in France, in Germany, it was only in the 18th century that the concept of nation was endowed with strong symbolic values (“Kulturnation”). Being a part of the Holy Roman Empire until 1806, these territories formed an imagined community in search of a nation-state political framework in the 19th century. Although in both France and the German Empire (1871-1918), which included only part of the German-speaking territories, language appears as the utmost expression of the nation, historical contingencies had an effect not only on the different impact of certain codification decisions but also on linguistic attitudes and beliefs in the two speech communities, for example, regarding the best form of the respective language and its geographical locus.
